Why Virginia SR-22 Quotes Don't Exist
You searched for the lowest SR-22 rates in Virginia and clicked a comparison site that returned quotes. Those quotes are wrong. Virginia does not use SR-22 certificates. The Commonwealth requires FR-44 filing for DUI, DWI, and certain suspension reinstatements—a different form with higher liability minimums that costs substantially more.
FR-44 mandates 50/100/40 liability coverage: $50,000 bodily injury per person, $100,000 per accident, $40,000 property damage. Standard SR-22 states require only 25/50/20. The FR-44 Carrier Pool Is Smaller
Only 12 carriers actively write FR-44 policies in Virginia. Geico, Progressive, State Farm, Nationwide, and Allstate write FR-44, but approval depends on your violation type and driving history. Bristol West, Dairyland, The General, National General, and Direct Auto write non-standard FR-44—these are your fallback carriers when the standard-market companies decline.
USAA writes FR-44 for eligible members. Auto-Owners, Erie, Hartford, Liberty Mutual, Farmers, Travelers, Mercury General, and Amica either do not write FR-44 at all or have not confirmed Virginia FR-44 capability through carrier-domain sources. Your county matters. Fairfax, Arlington, and Loudoun County FR-44 premiums run 15–25% higher than rural Virginia counties due to higher uninsured motorist rates and claim frequency. Richmond, Virginia Beach, and Norfolk fall in the middle. If you live in Northern Virginia and work in DC, expect quotes at the top of the $110–$210 range. Non-Owner FR-44 Costs Less But Limits Coverage

Non-owner FR-44 makes sense if you sold your car after suspension, rely on rideshare or public transit, or live with family and occasionally borrow a vehicle. Dairyland, The General, and Progressive write the most non-owner FR-44 policies in Virginia. Geico writes them selectively. State Farm and Allstate rarely quote non-owner FR-44 for DUI suspensions. Virginia uses an electronic insurance verification system. Your license suspends the day after the lapse, and you cannot drive legally until you refile FR-44 and pay a $175 reinstatement fee.
Other states give 10–30 days to replace coverage before suspending. Virginia does not. If you switch carriers mid-filing period, the new carrier must file FR-44 before your old policy cancels, or you create a gap. Most drivers do not understand this until they receive a suspension notice in the mail three weeks after the lapse, by which point they have been driving illegally and accruing additional exposure.

Start with Geico, Progressive, and State Farm if your violation was a single DUI first offense with no other at-fault accidents or moving violations in the past three years. Request FR-44 quotes explicitly—do not let the agent assume SR-22. If all three decline or quote above $180 per month, move to Bristol West, Dairyland, and The General. These three write the majority of Virginia non-standard FR-44 policies and approve within 48 hours.
